In light of the COVID-19 pandemic, the CDE has provided a non-comprehensive list of publishers offering free distance learning resources. Districts are not mandated to utilize state-adopted instructional materials only. Within this list, educators and parents/guardians may discover the individual resources they want for a particular need. The CDE does not endorse or specifically recommend these resources.

​SBE Adopted ELA/ELD Framework Chapters

​The framework provides guidance to the new ELA/ELD standards implementation. For information specific to instructional materials, refer to Chapter 12: Instructional Materials to Support the CA CCSS for ELA/Literacy and CAL ELD Standards​.​

CCSESA Public Resources

​Public resources including the 2015 CCSESA ELA/ELD Adoption Toolkit, 2016 Selection of Non-SBE Adopted K-12 Materials, Blueprints for Effective Leadership and Instruction for our English Learners' Future (B.E.L.I.E.F.), and Supporting Content Learning in the Secondary Classroom through Literacy: Resources for Science, Mathematics, History/Social Science, ELD, and ELA.

​Achieve the Core - Aligned

A conversation about standards-aligned instructional materials. This website supports recognizing alignment, improving materials, guidance to conduct a textbook review, and understanding aligned assessment.
​IMET - Instructional Materials Evaluation ToolA tool for evaluating a comprehensive textbook or textbook series for alignment to the Shifts and major features of the CCSS. For use with ELA/literacy materials for grades K-2 or 3-12 and for mathematics materials K-8 or high school. The IMET is a tool within the Materials Alignment Toolkit​, developed in partnership with Achieve, the Council of Chief State School Officers (CCSSO) and the Council of Great City Schools (CGCS).

Open Up ResourcesOpen Up Resources began as the K-12 OER Collaborative, a 13-state initiative to address quality gaps in the curriculum market. They partner with leading math and ELA experts to design excellent, standards-aligned core programs.
CDE Recommended Literature List​A collection of outstanding literature for children and adolescents in grades pre K -12 in all disciplines.
​Instructional Practice Guides​The purpose of the Instructional Practice Guide (IPG) suite of tools is to help teachers and those who support teachers to make the Key Shifts in instructional practice. The IPG suite includes resources for coaching, lesson planning, and training support that are all designed to work together.
English Learner Success Forum

​The English Learners Success Forum (ELSF) connects high-quality content developers with English learner experts to enhance instructional materials to address the linguistic and cultural needs of English learners.
WestEd Report on Instructional Materials for ELs​

​​WestEd report that summarizes California information from a nationwide teacher survey on teachers' beliefs about and practices with their instructional materials for English learners.

Multilingual Education

​​SBE-Adopted World Languages Framework Draft Chapter on Instructional Materials​​​The World Languages Framework Draft (updated May 2020 by the IQC) provides guidance to the 2019 World Languages Standards​ implementation. For information specific to instructional materials, refer to Chapter 13 of the framework. The chapter includes the evaluation criteria for the State Board of Education (SBE) adoption of Instructional materials and information regarding the social content review process, supplemental instructional materials, and accessible instructional materials. Adoption of instructional materials are expected to take place November 2021.
Red Biling​ue Mex-US: K-12 Authentic Texts & Curriculum Materials from Embassy of Mexico​
Digital platform that provides free access to hundreds of multimedia K-12 Spanish educational materials online, including complete textbooks, lesson plans, video clips, maps and more. Sponsored by the Center for Applied Linguistics (CAL) in collaboration with the Embassy of Mexico.​

​K-5 Vietnamese Resources: CSUF National Resource Center for Asian Languages
The National Resource Center for Asian Languages at CSU Fullerton provides free access to a collection of and instructional materials for teachers. The site also includes resources for Vietnamese culture and language.​
